The 4th Raikage is known to possess an enormous amount of strong chakra and it was stated by Karin Uzumaki, a sensory ninja that his chakra level is comparable to that of a Tailed Beast. He was able to sever one of the eight-tails and knocking it down to the ground.
7. Kisame Hoshigaki

In his old age, he could summon the Demonic Statue of the Outer path from its cage in the moon.

As an adult his chakra surpass most Tailed Beats even with the exclusion of kurama.
