5. Hidden Mist Village
The Hidden Mist Village, Known as Kirigakure is one of the five great shinobi countries, having a leader known as the mizukage. Most of its shinobi are able to use water release and it is made up of many powerful shinobi like the seven ninja swordsmen which has the likes of zabuza, mangetsu etc. We have Gengetsu, Kisame, Mei Terumi, Yagura the jinchuriki of the three tails etc. Each of these shinboi is powerful in their own right.
4. Hidden Rain Village
The Hidden Rain Village, known as Amegakure. We have nagato who possesses the rinnegan and is among the most powerful characters in the series as well as his six paths of pain. We have yahiko and konan who were also powerful. Lets not forget about the legendary hanzo of the salamander who was so powerful that he could take on (Jiraiya, Orochimaru and Tusnade) and their summons simultaneously and they were the most powerful konoha shinobi at that time even though they weren’t in their prime.

It is made up of immensely powerful shinobi characterized by their use of earth release. We have Mu, Onoki, Deidara, Roshi of the four tails, Han the five tails etc. Every single one of these shonobi is immensely powerful.

The Hidden Cloud Village, known as Kumogakure is one of the five great countries headed by the raikage. It’s shinobi are characterized by their use of lightning release. We have killer Bee the jinchuriki of the eight tails, The Third Raikage who was able to battle the eight tails to a draw, The Fourth Raikage, Kinkaku and Ginkaku who possesses the treasured tools of the sage of six paths and the nine tails chakra.

The Hidden Leaf Village, known as Konohagakure is one of the five great countries headed by the hokage. It is made up of immensely powerful shinobi like Naruto Uzumaki the seventh hokage and the jinchuriki of the nine tails, Sasuke Uchiha, Madara Uchiha, Hashirama Senju etc. Konoha is without a doubt the most powerful village and it is fair to say no other village comes close.
